Cache Gradle distributions downloaded for a particular version

- Cache is separate from (but similar to) the wrapper distribution cache
- Renamed the 'wrapper-cache-enabled' flag to 'distributions-cache-enabled': this flag
  now controls both wrapper and regular distribution caching
